Barry's Response - Kofi Annan once said: A developed country is one that allows all its citizens to enjoy a free and healthy life in a safe environment.

This makes sense. It does not just limit the term to being applied to countries with an industrial (or post industrial) economy or a westernized culture. It shifts the emphasis to respect, and that's a good thing.
